The Act Concerning Artificial Intelligence, Automated Decision-Making and Personal Data Privacy, also known as Bill 1103 mandates deadlines for Connecticut to catalogue all AI tools used by the state agencies and establish protocols regarding the lifecycle of AI systems, including development, procurement, implementation, use, and ongoing evaluation. The bill outlines several requirements for state agencies when it comes to developing and utilising automated systems for critical decision-making. It mandates the appointment of an artificial intelligence officer within the Office of Policy and Management, responsible for formulating and adopting procedures related to the use of automated systems by state agencies.  The Bill was signed by the Connecticut Governor on 7 June, 2023. The provisions in Sections 1 to 3 of the Act took effect from 1 July, 2023, Section 4 of the Act from 1 October 2023. Section 5 of the Act becane effective immediately after the law passed.
